The tale of the 28-year-old serial drain voyeur keeps on getting better.
It was amazing enough that the man, arrested in June 2013 for the same crime, would again risk hiding in a drain for hours in order to look up the skirts of passing women (a fetish known as panchira in Japan).
Yasuomi Hirai was arrested on November 9 after he was caught in August using his phone to film up the skirt of a woman walking over the drain grill. He had been in the drain for five hours.

A 51-year-old man has been arrested for indecent assault on a female neighbor, who he attacked by digging a hole down into her apartment from his home above.

Maud de Boer-Buquicchio, the UN’s special rapporteur on the sale of children, child prostitution and child pornography, has been in Japan for a week-long visit.
At the end of it she praised Japan for tightening up the law and banning possession of child pornography in June last year.
But she said Japan must do more and ban all "sexually abusive images" of children in manga.
